RE: Proposal to Add Grade Six Starting in the 2010-2011 School Year

Educational Impact Statement
I. Description of the subject and purpose of the proposed item under consideration.
In the 2010-2011 school year, Queens Gateway to Health Sciences Secondary School (28Q680, “Queens Gateway”), an existing school that serves grades 7-12, will implement a grade reconfiguration plan to expand its current grade configuration to 6-12. Queens Gateway is currently located in school building Q680, located at 150-91 87 Road, Queens in Community School District 28 (“District 28”). However, prior to the start of the school year, construction of Queens Gateway’s new facility will be completed and the school will move to a new facility, school building Q695 (hereinafter referred to as “Q695”), which is located at 160-20 Goethals Avenue, Queens in District 28. A District 75 program will be co-located with Queens Gateway in Q695. Q695 has a capacity of 805, no target utilization rate is available because the building has not been completed and is not currently occupied by a school. Q695 has sufficient space for Queens Gateway and the D75 program to operate at full organizational capacity with the grade expansion of Queens Gateway.

Beginning in 2010-2011, Queens Gateway will add grade 6 and will serve grades 6-12. The grade expansion of Queens Gateway will create approximately 80-110 new grade 6 seats in District 28.

This proposal addresses the need to create grade alignment and to increase access to high quality middle school options in District 28.

RFP from the Department of Probation
The New York City Department of Probation has issued a significant RFP for a concession to market, convey licenses, install and modify software owned by DOP prospective clients.

All propoals submitted in response to this RFP must be submitted no later than Friday, March 12, 2010 at 3:00 p.m. DOP will hold a recommended pre-proposal conference on February 17, 2010 at 11:30 a.m. at 33 Beaver Street, 19th Floor Conference Room, New York, NY 10004. The New York school Construction Authority (SCA) has begun an exterior renovation project at p.S. 26 in Queens. The scope of the project includes Food Elimination and windows. This project is scheduled to to be complete on October 2010.

Due to the nature of this work and for the safety of the students, all activities must take place after normal school hours. On school days, most construction work will take place from 3:30 p.m. untill 11 p.m. Noisy work will cease at 10 p.m. Work may also take place on weekends and holidays as needed. On days when school is not in session, most work will take place during daytime hours. Although this renovation work will inevitably cause noise, the SCA will strive to minimize the disruptions to you and your neighbors.

The window caulking contains non-friable asbestos material. Disturbance of non-friable asbesos material does not easily create airborne fibers or pose potential fiber exposure to surrounding occupants. The workers who are in actual contact with the material will be wearing protective suits and respirators.

The removal work is being performed bya licensed asbestos abatement contractor and manages by an environmental consulting firm. Representatives of the environmental consulting firm are on site for the duration of the abatement to ensure the contractor adheres to all proper regulations. The consultant also monitors the air in the immediate area to ensure that the removsal is taking place properly.

This confirms that Ira Gluckman, R.A. and Commissioner of the Queens Borough Office, pursuant to Section 28-215.1 of the Administrative Code, declared an Emergency Condition.

inspector Khaing and Lawrence Levine, P.E. inspected this structure on 5/27/09 and requests that the conditon described on the emergency declaration form be made safe either by demolition, repair, sealing or by whatever means necessary to protect the public safety.

144-05 85 Avenue - Large tree overgrowing on top of wall, causing retaining wall to bulge and crack. Remedy: Cut down and remove tree.

164-11 Highland Avenue - The two-story wood framed carriage house at the rear of the property is leaning. The wood structural members are rotted, partial collapse of floor. Remedy: Demolish building, and remove debris.

144-09 85 Avenue - Retaining wall at rear property has collapsed onto adjacent properties and garages at 143-20/24/16 84 Drive, leaving earth unstable. Remedy: Remove debris, install shoring and lagging to prevent further collapse of earth and yard above.

75-51 187 Street - At rear yard, a garage has a brick wall that is partially collapsed. Garage is wood framed with brick veneer with no attachment. Bricks are bulging outward towards rear yard. Wood framing is exposed to the elements. Hazardous, failure to maintain was issued on 1/31/08 but condition still exists. Remedy: Remove loose brick veneer.
